ACCA and CIPFA hold joint event on Implementation of the Carbon Reduction Commitment for the Public Sector
The Carbon Reduction Commitment’s (CRC) impact on the UK’s public sector is the focus of a joint ACCA (the Association of Chartered Certified Accountants) and CIPFA (the Chartered Institute of Public Finance and Accountancy) event, to be held on 19 November 2009 in London.
The seminar will address the main issues and concerns for the public sector that may surface due to the implementation of the CRC in April 2010.
Gillian Fawcett, head of public sector at ACCA, says: “Government departments, local authorities, the health sector and schools are all potentially affected by the incoming Carbon Reduction Commitment (CRC). These sectors will now be legally required to measure, report and reduce their carbon emissions from 2010, and be named in an annual league table, constructed by the Environment Agency. The aim of this joint event is to encourage discussion about any possible difficulties and worries that the public sector might have in the run up to actual implementation of the CRC.”
John Maddocks, manager for sustainability and the third sector at CIPFA, adds: “The CRC scheme is a key part of measures aimed at reducing greenhouse gas emissions to just 20 per cent of 1990 levels by 2050. This is a considerable challenge for both public and private sectors.”
Invited specialists will address the most crucial issues around the introduction of the CRC to the public sector:
- The Carbon Trust will offer an overview of climate change and the public sector’s contribution, impact and reduction attempts
- The Department of Energy and Climate Change (DECC) will offer a factual insight of the CRC scheme and its applicability to the public sector
- Accountants KPMG will offer an explanation of the role of the accountant and finance department in the CRC
- Eversheds will offer a legal perspective including penalties of not adhering to the CRC
- IBM will offer an overview of how to prepare for the CRC and develop a strategy to optimise performance
The event’s agenda is aimed at accountants working in the public sectors, but could also benefit financial directors as these professionals can play a pivotal role in adapting business to new climate change related legislation. The event will also give a broader view on the reasons behind the CRCs and the role of the UK in the global effort to cut down carbon emissions and why the public sector must be involved in all such efforts.
