Frances Carter, FCCA (Vice Chair)
Department for Children, Schools and Families
Frances is the Head of the Finance Unit for the Early Years, Extended Services and Special Needs Group at the Department for Children, Schools and Families (DCSF). Her job entails overseeing the finances of the group, including the payment of the Sure Start Early Years and Childcare Grant and providing advice and guidance on finance issues to policy colleagues. Frances enjoys being part of the Public Sector Network Panel as it gives her the opportunity to meet and work with a variety of people across the wider public sector and to give members a voice within ACCA.

Miranda Douce, FCCA (Chair)
Independant Consultant - Currently with the Home Office
Miranda has worked in the Public Sector since 1998 and is currently on a short-term contract with the Home Office. Miranda has been a member of the Public Sector Network Panel since 2006 and is now enjoying the new experience of being the chair. Over the years she has benefited from events organised by various ACCA Networks and values the opportunity to be involved in keeping the work going.
Alan Golding, FCCA
Golding & Co Consultancy
Alan was admitted to membership in 1979 following training in the UK. He has served on the Public Sector Network Panel in the UK for nine years, and has enjoyed being involved in representing the interests of members and students. His experience includes both the private and public sectors, and currently works in the public sector. Alan sees the Panel's role as being to enable members and students to become involved in ACCA affairs and thereby strengthen the ACCA.
Anthony Harbinson, FCCA
Director Resources for the Northern Ireland Office
Anthony has worked at Senior Assistant Director Level in the Prosecution Service for the last 6 years, a unqiue role for a non-lawyer, and for 12 years as a Director of Finance in the Health Service.
Anthony is a member of the International Assembly and is continually impressed by the growth, diversity and engagement of ACCA membership throughout the world. Anthony is a former chairman of the Public Sector Network Panel and President of ACCA Ireland.
Richard Harbord, FCCA
Independant Finance Consultant
Richard has been an active member of the Public Sector Network Panel for seven years. Richard regularly writes, on a voluntary basis for Public Eye, contributing articles on a variety of topics relevant to members. He spent 39 years in Local Government, working in 8 Local Authorities in London and the South East. He lectures and writes widely on Local Government issues. Mainly on Management and Finance but he also has worked extensively on Emergency Planning and Business Continutiy. In his new role as a Consultant he has worked for over 30 Local Authorities or Central Government Departments.
Ian Knowles, FCCA
Hertfordshire County Council
Ian began his career in the private sector within the engineering and retail sectors moving into public sector in 1992. Ian has spent the last eight years working within Children's Services working initially within a single service NDPB and currently heading the Performanace and Business Support portfolio within Herfordshire County Council's Children, Schools and Families department. Ian has been a member of his local network panel in Sheffield and the Public Sector Network Panel since 2005.
Iaasc Nai, FCCA
London Borough of Croyden
Isaac, the Schools Finance Officer of the London Borough of Croydon, is currrently serving his first year on the Public Sector Network Panel. In his present role Isaac is the manager in charge of funding all education institutions in the the borough. Isaac's motivation for joining the Panel was his belief in the quality of training provided by ACCA and the uniqueness of the qualification. As a member of the Public Sector Network Panel, Isaac is hoping to help bridge the gap between ACCA and local government institutions.
John Smock, FCCA
Home Office
John Smock works for the Government Finance Profession in Whitehall busy tackling IFRS implementation and Fraud and has had a long and varied career mostly within the NHS and Local Government. John enjoys being able to serve the ACCA and its members on the Public Sector Panel and brings his experience and interest to bear "te make a difference".
