ACCA (the Association of Chartered Certified Accountants) and the Ministry of Finance of Kazakhstan (MoF) have launched an important initiative to further support the implementation of International Public Sector Accounting Standards (IPSAS) in the country.
Kazakhstan is the first country in the CIS region to adopt IPSAS directly and become a benchmark in IPSAS adoption in the Central Asian region. ACCA is committed to the accountancy profession in Kazakhstan and wider CIS region, including the upskilling of public sector financial professionals.
A public auditor in Kazakhstan now needs to be certified internationally to progress to a new career pathway with the Government of Kazakhstan. This new HR policy is being rolled-out across the public sector in 2021.
ACCA will be offering its Certificate in International Public Sector Accounting Standards (CertIPSAS) in Russian to government officials, and the initiative also includes a special focus on training the trainers who will teach the CertIPSAS to other government officials. Already, over 400 government officials in Kazakhstan have been trained and registered for the CertIPSAS Russian with plans for further expansion across all the public sector in Kazakhstan this year.
Berik Nazhmidenov, Chairman of the Internal State Audit Committee of the MoF says: ‘This large-scale project with ACCA and the Academy of Public Administration under the President of Kazakhstan is an important step in Kazakhstan’s IPSAS implementation journey, allowing public sector government officials to update themselves to an internationally recognised level. As ACCA is well-known for its qualification and commitment to supporting excellence in public sector financial management, with their assistance we believe that our employees can obtain appropriate professional knowledge and skills to serve the public interest and become good trainers for the sustainable adoption of International Public Sector Accountancy Standards.’
Stephen Shields, ACCA's Director – Market Partnerships and Recognition says: ‘This initiative builds on ACCA’s strong and effective partnership with the Ministry of Finance, and is a critical step in the Government of Kazakhstan’s wider plans to further enhance public sector accountancy skills in Kazakhstan.’
‘ACCA works with public sector entities to support the delivery of excellence in public sector financial management with a focus on economy, efficiency and effectiveness. Our qualifications are designed to help build the finance capabilities needed by organisations in the public sector to deliver effective financial management and stewardship of public funds. Our flagship product in this area is the CertIPSAS, which has been successfully completed by thousands public sector financial professionals all over the world. ACCA is delighted to partner with the Ministry of Finance and the Government of Kazakhstan on this important initiative to offer this globally benchmarked qualification to public sector officials in Kazakhstan along with high quality learning support.’
