Effective and accountable public financial management (PFM) plays a critical role in delivering high-quality public service – leading to improvements in areas such as health and education. This session by ACCA and the International Federation of Accountants (IFAC) explores global good practice on how governments develop and execute their PFM reform strategies. Our discussion will include insights from leaders of the PEFA Secretariat, housed in the World Bank, and from public finance practitioners leading the charge for improved PFM outcomes around the world.

In this webinar we look at:

  • PEFA (Public Expenditure and Financial Accountability) as a framework for assessing public financial management systems

Ayesha Javed, Deputy Secretary, Ministry of Finance, Pakistan
Ayesha Javed is responsible for public expenditure management, and budget preparation and execution, as a deputy secretary in Pakistan’s government. She is also involved in preparing medium-term budget strategy, fiscal and budgetary framework, performance-based budgeting and PFM reforms. Ayesha has also led teams on initiatives in adopting climate and green budgeting, and gender responsive budgeting, at federal level. She developed the framework and action plan to integrate gender, climate and other SDGs into PFM tools.

Srinivas Gurazada, Head of Secretariat, PEFA
Before joining PEFA in 2020, Srini worked in the Africa region and the global unit of the World Bank. He is the global lead for public financial management at the World Bank.  Prior to joining the Bank, Srini worked as accountant general in government of India and as advisor to the minister in the Sultanate of Oman. 

Laura Takamizawa, Principal, IFAC
Laura Takamizawa is a Principal in IFAC's thought leadership team, focusing on initiatives in support of finance and accounting professionals working in business and the public sector. She was previously an audit manager at Grant Thornton, specialising in public sector audit in the UK, and prior to that worked for the Audit Commission. She also spent a year on secondment to the International Integrated Reporting Council (IIRC), where she was responsible for managing their public sector and business network programs. Laura is a member of the Chartered Institute of Public Finance and Accountancy (CIPFA), and holds a Bachelor of Science (Hons) degree in Mathematical Physics from the University of Nottingham (UK).

Gary Bandy, Consultant
Gary Bandy is a freelance consultant specialising in public financial management for public sector and voluntary organisations. He has taught at masters’ level at several universities and delivered training courses for public organisations. Gary is also an author of books, articles and courses, including ACCA’s Certificate in Public Financial Management.
