Green loans and sustainability-linked loans are vital for companies as they provide favourable financing for sustainable projects and practices, enhance corporate reputation, and attract investors. These loans promote long-term financial and environmental resilience. In recent years, many organisations and companies have leveraged these financial tools to further their sustainability objectives.

The West Kowloon Cultural District Authority (WKCDA) signed its first HK$4 billion sustainability-linked loan, led by The Hongkong and Shanghai Banking Corporation Limited (HSBC) and Standard Chartered, to support its sustainability goals. Recently, Zhejiang CHINT Electrics has also launched a three-year Euro-denominated green loan - the first of its kind aligned with the Hong Kong Taxonomy for Sustainable Finance, arranged by Standard Chartered, to support its global solar station development and EPC business.

In this webinar, ACCA Hong Kong is honoured to have invited representatives from WKCDA, CHINT, HSBC, and Standard Chartered as our speakers. They will share their invaluable insights and experiences on green loans and sustainability-linked loans from both corporate and banking perspectives, offering a comprehensive understanding of the benefits, challenges, and opportunities in sustainable finance. There will be presentations and a panel session in the webinar.

  • Recent trends and developments in green finance from the perspective of banks, including advancements in taxonomies, the evolution of transition financing, and emerging compliance challenges
  • Experience sharing of journeys of WKCDA’s sustainability-linked loan and CHINT’s green loan

Daniel Cui, Head of Treasury and Investment, CHINT New Energy

Daniel Cui, in his capacity as head of treasury and investment of CHINT New Energy, proactively incorporates the green and sustainability element into CHINT’s recent financing. With the support from Standard Chartered, CHINT issued the first green loan with 2nd party certification under the newly launched Hong Kong Taxonomy.

Prior to joining CHINT, Daniel was an equity analyst covering manufacturing and new energy industries.

Tracy Wong Harris, Managing Director and Head of Sustainable Finance Asia, Standard Chartered

Tracy Wong Harris is the Head of Sustainable Finance for Asia at Standard Chartered Bank, focusing on the Bank’s sustainable finance strategy, by developing new products and solutions, further incorporating ESG considerations into banking decisions, and identifying sustainable finance opportunities for clients. Tracy is also the Executive Vice President of Hong Kong Green Finance Association (HKGFA), an appointed Policy Research Committee member of Financial Services Development Council (FSDC), Board member of Sprinkles (HK) Charity Foundation Limited (s88) and Senior Advisor to the Green Building Project of HK2050isNow.

Prior to joining Standard Chartered, Tracy had been driving the green and sustainable finance development in Hong Kong and had over 20 years of financial markets experiences across various fixed income and complex structured products in JPMorgan, Mizuho International, Barclays Capital and BNP Paribas based in London and Hong Kong.

Tracy received her MSc and BA in International Finance and Capital Markets in the United Kingdom and graduated from the Oxford Said Business School in Social Finance Program. She is also a former appointed member of the Securities and Futures Commission (SFC) Climate Change Technical Expert Group (TEG), served as Board member of AIDS Concern, Hong Kong LGBT+ Interbank, and founder of the JPM PRIDE HK network.

Carmen Lee, FCCA, Chief Financial Officer, West Kowloon Cultural District Authority

Carmen Lee is appointed by the West Kowloon Cultural District Authority as Chief Financial Officer with effect on 1 March 2022.

Carmen oversees the Finance Services Division of the Authority, covering the Finance Department and Innovation & Technology Department. She is also responsible for the Authority’s Environmental, Social and Governance strategy and reporting. She joined WKCDA in July 2020 as General Manager, Finance and was appointed as Acting Chief Financial Officer from August 2021 to February 2022.

Carmen is a Certified Public Accountant of the Hong Kong Institute of Certified Public Accountants and has over 20 years of experience as a finance professional. Before joining WKCDA, she served as Project Director, Business Development of a French construction group, Bouygues Construction, and held various senior executive positions in the group where she has gained local and overseas experience in construction, post-acquisition integration, business start-up, tendering and operation & management of public-private-partnership projects.

Prachi Sejpal, Vice President, The Hongkong and Shanghai Banking Corporation Limited

Prachi Sejpal is a Vice President at HSBC driving the sustainable loans business in the Asia Pacific region for Global Banking clients. Having worked over 10 years in some of the key markets in the APAC region like Hong Kong, Singapore and India, and across various functions like sustainable finance, client coverage, fund finance, risk management, she has a deep understanding of the financial services sector in the region. She has extensive experience in ESG structuring and execution across a wide range of structured loan products and has delivered landmark, award-winning transactions. She also contributes to broader sustainable finance market development through her participation on the APLMA Green & Sustainable Loans committee having helped develop the first-in-industry ‘Model Provisions for Green Loans’ and similar other initiatives. She is also actively contributing to development of the loan market standards for transition loan products. She has a MBA degree from the National University of Singapore and is a qualified Chartered Accountant in India.

(moderator) Alice Wong, FCCA, Committee Member, ACCA Hong Kong and Group CFO of Hong Kong Technology Venture Company Limited (“HKTV”) (stock code: 1137.hk)

Alice Wong is the Group Chief Financial Officer and Executive Director of HKTV. She has extensive experience in financial management, corporate finance and global investor relations, in particular on the telecommunications, multimedia and eCommerce industries. Alice is one of the core drivers to build and develop Hong Kong’s leading online shopping platform - HKTVmall. She also actively involves in the Group’s strategic and corporate direction for new venture businesses. Furthermore, she leads the finance, investor engagement, talent acquisition and management, legal and company secretarial, and administration functions of the Group.

Before joining the Group, Alice had worked for PricewaterhouseCoopers in Hong Kong primarily focusing on the technology, info-communications and entertainment sectors.

Alice holds a Bachelor of Commerce degree from the University of Queensland, a Master of Business Administration degree from the Hong Kong University of Science and Technology and a Postgraduate Diploma in Corporate Governance.

She is a qualified member of the Hong Kong Institute of Certified Public Accountants (HKICPA) and a fellow member of Association of Chartered Certified Accountants (ACCA). Moreover, she is a member of the ACCA Hong Kong Committee since 2021, and a member of the Accountancy Training Board for Vocational Training Council since 2019.
