ACCA has a significant and growing community of around 45,000 members and over 130,000 future members across Asia Pacific.

Our regional public affairs agenda is driven by ACCA’s global purpose: to be a force for public good. We work with governments, regulators, and partner bodies across Asia Pacific to bridge the accountancy skills gap, driving sustainable business, and championing the professional accountant.

Our regional public affairs engagement is led by a dedicated Asia Pacific team based in Jakarta, Kuala Lumpur, Singapore, Islamabad, and Lahore. We work in close synergy with our in-market colleagues across the region to ensure our members and stakeholders receive tailored support at both the regional and national levels.

This collaborative approach delivers a joined-up One Asia Pacific solution, ensuring the voice of the profession is heard where it matters most.

Our public affairs engagement

We work with regional and national policymakers across Asia Pacific to monitor and shape policies that impact our members and the accountancy profession.

Our engagement strategy is built on three core pillars

1. Policy advocacy and research

We provide evidence-based insights to help governments navigate complex economic shifts. This includes submitting formal position papers and responding to regulatory consultations, sharing professional insights and global research to inform regional policy, and participating in high-level regional dialogues, conferences, and expert forums to represent the voice of the profession.

2. Regional professional partnerships

We collaborate with leading regional bodies to advance collective initiatives that strengthen the profession and support Public Financial Management (PFM) reforms. Our key regional partners include the ASEAN Federation of Accountants (AFA), the Confederation of Asian and Pacific Accountants (CAPA), the ASEAN Business Advisory Council (ASEAN-BAC), and the ASEAN University for Business and Economics Network (AUN-BE).

3. Capacity building and development

ACCA is deeply committed to institutional strengthening through capacity-building projects with global development partners. We bring professional expertise to support better governance and resilient public finances in collaboration with key regional partners including the World Bank and Asian Development Bank (ADB), ASEAN+3 Macroeconomic Research Office (AMRO), United Nations agencies, and other international donor institutions.

Our influence extends through a wide ecosystem of private sector partnerships. For instance, in 2025, ACCA served as a knowledge partner to the ASEAN Business Advisory Council (BAC) Malaysia and the Pakistan Business Council on critical sustainability-related initiatives, helping to bridge the gap between policy and business practice. In 2026, we continue the partnership by supporting the Philippines’ 2026 ASEAN chairship on its MSME priority.

Supporting Malaysia’s 2025 ASEAN chairmanship

Our engagement in 2025 has been defined by strategic leadership within ASEAN, particularly during Malaysia's Chairmanship, where we have championed high-quality sustainability reporting, digital ethics, and talent mobility. By bridging the gap between global standards and regional realities, we ensure the accountancy profession remains the vital architect of a transparent, sustainable, and integrated regional economy.

Upon entering into knowledge partnership with the ASEAN Business Advisory Council Malaysia (ASEAN-BAC Malaysia) to support the Council’s twelve strategic initiatives aimed at enhancing economic integration, inclusivity and regional collaboration, we signed a partnership MoU and presented our emerging recommendations to the ASEAN Finance Ministers and Central Bank Governors’ Meeting in Kuala Lumpur as part of an EU-ASEAN Business Council delegation.

This partnership culminated in the launch of the ASEAN Sustainability Reporting Advocacy Collective (ASRAC) Statement at the Singapore Business Federation’s ASEAN Conference, alongside the publication of ACCA’s Sustainability Reporting in ASEAN report. These milestones further solidified ACCA’s position as a trusted regional policy partner in ASEAN.

Driving the Public Financial Management agenda in Pakistan

In Pakistan, ACCA’s public affairs presence operates as a fully integrated platform aligned with the broader Asia Pacific strategy. We maintain a robust focus on PFM through deep-rooted engagement with policymakers, regulators, and development partners. Our national footprint — with offices in Islamabad, Lahore, and Karachi — enables a unified and coordinated approach across the entire government ecosystem.

Shaping policy: Key developments driving ACCA engagement

Following the release of ACCA's Recommendations for ASEAN report in December 2025, ACCA, together with AFA, CAPA, and ASEAN-BAC, organised a joint discussion based on ACCA's key recommendations for ASEAN.

Attended by close to 400 participants, the discussion saw leaders agree that the accountancy profession is playing a prominent role in shaping regional policies.

Released in December 2025, ACCA’s Recommendations for ASEAN provide a practical blueprint for policymakers to build a competitive, sustainable, resilient, and future-ready regional economy.

They aim to help policymakers, regulators and business leaders align reforms and investment so ASEAN can strengthen trust in reporting, support higher-quality growth, and make the region an easier place to do business across borders.

Our proposals focus on four critical pillars of 1) sustainability, 2) AI, innovation, and tech, 3) human capital, and 4) trade.

In 2025, ACCA partnered with the ADB to lead a regional roundtable for 23 nations. Bringing together Ministries of Finance, Supreme Audit Institutions, and standard setters. The initiative focused on the implementation of public sector sustainability reporting standards.

This work ensures that PFM in Asia Pacific not only focuses on fiscal discipline but also on long-term climate resilience and transparency. 

ACCA maintains deep-rooted partnerships with national accounting bodies to broaden access to the profession.

In Cambodia, our Joint Examination Scheme (JES) with the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) provides students a seamless pathway to a global qualification.

A milestone was reached in December 2025 at the IFAC Connect AsiaPac, where ACCA’s long-term sponsorship of KICPAA culminated in their formal recognition as a full member of IFAC.

ACCA serves as a strategic reform partner in Pakistan, driving the PFM agenda through high-level institutional collaboration.

Our partnership with the Ministry of Finance is governed by a Joint Action Plan focused on modernising the national budget via climate and gender budgeting initiatives.

This is complemented by a formal MoU with the Auditor General of Pakistan (AGP), where ACCA helps institutionalise professionalism within the supreme audit institution as an Approved Employer.

By integrating with the broader PFM ecosystem—including the World Bank, ADB, and BHC—ACCA ensures that capacity-building programmes are directly aligned with national reform priorities and international transparency standards.

ACCA is at the forefront of Pakistan’s transition to a sustainable economy, acting as a key knowledge partner to major regulatory bodies.

Through a strategic partnership with the Securities and Exchange Commission of Pakistan (SECP), ACCA led the delivery of the nation’s first ESG Baseline Survey (funded by the IFC) and played a pivotal role in developing the ESG Disclosure Guidelines.

This collaboration is further institutionalised through the ESG Sustain Portal, which embeds ACCA’s professional insights into the national regulatory framework.

Beyond corporate reporting, ACCA collaborates with the Ministry of Climate Change and the National Institute of Banking & Finance (NIBAF) to advance green skills and climate literacy, ensuring the financial sector is equipped for long-term climate resilience and sustainable public finance.

Events and engagements

At ACCA Asia Pacific, our events serve as a dynamic bridge between high-level policy and real-world impact. We cultivate a collaborative ecosystem where our community of 175,000 members and future members connects directly with regulators, global development partners, and business leaders.

Through strategic engagements, roundtables, regional dialogues, and specialised forums, we translate global trends into local action—empowering the profession to lead on sustainability, digital transformation, and public sector excellence. Our engagement is not just about conversation; it is about mobilising a collective voice to drive inclusive growth and build resilient economies across the region.

ACCA hosted a side event at the ASEAN Business & Investment Summit (ABIS) 2025 in Kuala Lumpur, the apex private sector forum of the ASEAN calendar, running alongside the October Leader’s Summit.

The event featured spotlights on talent trends and sustainability reporting, and a look ahead to the ASEAN agenda in 2026. Speakers included Tan Sri Nazir Razak, Chair of the ASEAN Business Advisory Council, Malaysia, and Lord Vaizey, Chair of the UK-ASEAN Business Council.

ACCA Pakistan’s Public Sector Conference 2025 (Islamabad, December 2025) convened senior public-sector institutions and development partners to strengthen public financial management (PFM) through purpose-led leadership and reform.

As ASEAN advances its digital transformation and sustainability goals, the ACCA Public Sector Forum: TVET 2026 serves as a vital platform for public sector leaders to bridge the skills mismatch in the civil service.

In collaboration with GovInsider, this forum explores the critical role of Technical and Vocational Education and Training (TVET) in delivering the competencies required for advancing ASEAN’s development agenda in 2026.
