Valuation plays a pivotal role in ensuring financial statements present a true and fair view, particularly in the context of increasingly complex financial reporting requirements. This webinar is designed to equip accounting professionals with the practical knowledge and insights needed to apply valuation techniques appropriately for financial reporting under Singapore Financial Reporting Standards (International) (“SFRS(I)”).

Informed by recent findings from ACRA’s Financial Reporting Surveillance Programme (FRSP) Fifth Report (published in March 2025), the webinar will examine recurring deficiencies in valuation-related areas that have led to financial misstatements and audit qualifications. Notably, ACRA identified common non-compliances in:

  • Business combination accounting: including failure to determine acquisition-date fair values of assets and liabilities, and improper recognition of intangible assets separately from goodwill.
  • Impairment assessments: such as unrealistic cash flow projections, inappropriate discount rates, and the omission of key assumptions and sensitivity analyses.
  • Expected Credit Loss (ECL) models under SFRS(I) 9: where entities either did not record necessary allowances or applied single-scenario assumptions without reflecting economic uncertainty.
  • Fair value measurement: including use of outdated or unobservable inputs despite the availability of relevant market data.

Ong Woon Pheng FCCA

Currently, Woon Pheng is a Director with Nexia Singapore PAC. He was formally a Director of PKF-CAP Advisory Partners Pte. Ltd. (a member firm of PKF Global) and headed the Financial Advisory Services department in Singapore office.

He has been in this industry since 2001, and currently specialises in business valuation, intangible asset valuation, valuation for IFRS, IFRS advisory, financial and tax due diligence, transactions advisory, forensic accounting cum fraud investigation and litigation support services.

He is a Chartered Accountant of Singapore (CA Singapore), Fellow Member of Association of Chartered Certified Accountants (FCCA), Chartered Valuer & Appraiser (CVA), Chartered Financial Analyst (CFA), International M&A Expert (IM&A), Certified Fraud Examiner (CFE) and Singapore Chartered Tax Practitioner (SCTP).

He serves as a member of the Investigation and Disciplinary Panel of the ISCA, a member of Certification & Disciplinary Working Group (CDWG) of the Institute of Valuers and Appraisers, Singapore (IVAS), a member of Panel of Financial Experts (POFE) scheme between ISCA and the Family Justice Courts (FJC) and IA/IP valuation expert endorsed by IPOS. He also serves as a lay person of the Inquiry Panel for the Law Society of Singapore and was formally Treasurer of Kampong Ubi Community Centre Management Committee.

Woon Pheng has spoken at various conferences (including those organized by ACCA, IVSC-IVAS Business Valuation Conference and Singapore Academy of Law) relating to valuation and financial reporting. He has been involved in various roles in the Singapore Chartered Accountant Qualification (SCAQ) and Chartered Valuer & Appraiser (CVA) Programme. He is also an adjunct lecturer with Singapore University of Social Science (SUSS) and Murdoch University teaching corporate finance and business valuation courses.
