ACCA welcomes the opportunity to comment on the Department of Finance’s proposed amendments to sections 247 and 249 of the TCA 1997. Those include simplification of the requirement to defray money applied, together with treatment of situations where a transaction may give rise to multiple recoveries of capital. ACCA supports the intent of such measures, believing that they can promote greater consistency in how income is treated. From the technical amendments under discussion to the programme of the Irish Presidency of the Council of the European Union (EU), the regulatory environment is incredibly dense for Irish businesses. The risk of disruption can be mitigated through minimising regulatory divergence and first targeting areas where high relief has been given.
